Empadronamiento is the act of registering yourself in the Padrón Municipal, the register of inhabitants that every Spanish municipality keeps. You register at the ayuntamiento (town hall) of the place where you actually live, and the entry becomes your official proof of address in Spain. In the words of the Madrid city council: "Toda persona que viva en España está obligada a inscribirse en el Padrón del municipio donde reside habitualmente" — everyone living in Spain is obliged to register in the padrón of the municipality where they habitually reside.

What "empadronamiento" means in English
There is no exact English equivalent. The closest translations are "municipal registration" or "registering on the residents’ census": the padrón is a local population register, and empadronarse simply means putting yourself on it. It is not an immigration status, it says nothing about visas, and it does not make you a legal resident — it records the fact that you live at an address in that municipality.
That last point works in both directions: the padrón proves where you live, and Spain uses it as the standard proof of address in almost every domestic procedure.
What the padrón is used for — and when it is not
You will be asked for proof of empadronamiento when you:
- Register for public healthcare — the tarjeta sanitaria is issued through the centro de salud that covers your registered address
- Enrol children in school — schools allocate places by catchment area and ask for a volante or certificado
- Apply for the TIE card and other residency procedures — proof of address is a standard requirement
- Deal with local matters — parking permits, marriage registration, social services
And the most common misunderstanding, in the other direction: the padrón is not required for the NIE. The EX-15 document list contains no padrón — you can get a NIE without ever having lived in Spain. The two documents answer different questions: the NIE identifies you; the padrón locates you.

How to register: step by step
- Gather your documents. Passport (and NIE or TIE if you have one) plus proof of address: a rental contract or deed. A contract for a single room is accepted — you do not need to rent a whole flat. If you are not on the contract, ayuntamientos accept an authorisation from the person who is.
- Book a cita previa at your ayuntamiento. Most cities require an appointment, booked through the town hall website; smaller municipalities take walk-ins.
- Submit the alta form. Fill in the padrón registration (alta) form — available at the office or online — and present your documents in person.
- Collect your volante. You are usually handed a volante de empadronamiento on the spot; a certificado, if you need one, is requested separately and free of charge.
How to check your empadronamiento online
There is no national website to look up an empadronamiento — the padrón is municipal, so you check with your own ayuntamiento. Most large cities (Madrid, Barcelona, Valencia, Málaga) let you request a volante from their sede electrónica in minutes, which doubles as confirmation that your registration is active. The padrón is one of the first entries in the paperwork sequence after you arrive — right after the NIE, before healthcare and schools.
⚠ Scams to avoid
- Paid "padrón assistance" for the counter procedure. Registration is free and the form takes minutes; paying a third party to stand in a free municipal queue buys you nothing the ayuntamiento does not give you directly.
- "Padrón addresses" for sale. Offers to register you at an address where you do not live are fraud against the municipal register — for both parties. Ayuntamientos run checks and can cancel fraudulent entries.
- Fake "check your padrón online" sites. There is no national lookup; any site offering to "verify" an empadronamiento outside your own ayuntamiento’s sede electrónica is harvesting personal data.
