The mistake almost everyone makes in their first month is doing Spanish paperwork in the wrong order — queueing for a document whose application requires another document they don’t have yet. This node maps what depends on what, and sends you to the right page for each step of moving to Spain.

Two facts about this chain save the most time. First: empadronamiento is not required for the NIE — you can hold a NIE without ever registering an address. Second: step 4 is the great shortcut. With the certificate installed, steps 5–6 and most of your future dealings with Spanish administration stop requiring appointments at all.
What each document actually is
- Empadronamiento — your registration in the municipal padrón. The volante (simple print-out) and certificado (signed version) are different documents, and different offices ask for different ones.
- Digital certificate and Cl@ve — two separate systems for online identity. The FNMT certificate lives in your browser for 4 years; Cl@ve is a password system for occasional use — and it is not a way to obtain the certificate.
- NUSS — your social security number. Required before any contract; not the same thing as the healthcare card.
- Driving licence exchange — the canje at the DGT. For UK licences the exchange agreement has fixed deadlines and category limits.
- Certificates of residence — three unrelated documents share this name: the police certificate, the padrón certificate and the tax residency certificate. Banks and notaries mean different ones.
- Informe de vida laboral — your contribution history. Free online in minutes, and lenders ask for it even when it’s empty.
⚠ Scams to avoid
- Paid "padrón packages". Registration at the ayuntamiento is free; nobody can register you faster than the town hall’s own queue.
- Certificate "renewal" phishing. The FNMT does not email you renewal links with payment forms. Renewal happens on sede.fnmt.gob.es, in your own browser, in the last 60 days of validity.
- Paid NUSS "issuing services". The TA.1 procedure is free, and Import@ss issues the number online.
Who handles it if you don’t want to
Most documents in this node — the digital certificate, the NUSS, residence certificates, the vida laboral — can be obtained through e-residence document services by power of attorney, the same way as the NIE. The procedures and official fees are identical either way; what you outsource is the queueing and the form-filling.
